Description:
The Rentals of the Manor of Ewias Lacy were documented by 21 commissioners appointed for the purpose by Robert Dudley, Earl of Leicester, who had been gifted the Manor by Queen Elizabeth I. The document itemises the different categories of tenants – Freehold, Hallmote, Copyhold and Lease - by name, by area of land held and rental payable in the moiety of the Manor granted. The other moiety was held by the Lord of Burgavenie [Abergavenny].
The survey covers the Borough of Longtown and the seven townships of Walterstone, Llancillo & Rowlestone, Newton [including the forest called Middle Maescoed], Llanveyno, Craswall, Michaelchurch Escley [including a watermill] and Cusop. It notes that there are commons at Vagar Hill and Hatterall Hill, and that the Earl of Leicester’s moiety includes a ruined castle in Walterstone and a stone built courthouse [now in great decay] in Longtown which also contained a prison.

in Wales do present as following

To the first article say
They said that there is within the said manor or lordship and
Borough called the Long Town land seven townships
[resules?], viz. Walterston, Llansillo and Rolston, Newtown
Llanfeuno, Crasswalle, Michaelchurch Escly & Cusop
the lands whereof do lie several enclosed grounds and not in
common fields which towns and townships consistent in two
parts as concerning the [signore?] whereof the one

moiety appertaineth to the earl of Leicester by the
grant of the Queen’s majesty and the other moiety
appertaineth to the Lord of Burgavenie[2] , and nevertheless
the houses lands rents and possessions are occupied by
several tenants inhabiting within the same [ ] by such
titles and pretences of right and statute as be hereafter
mentioned by there own confession and declaration
before the said commissioners with every of their lands
which they claim with the rents therein expressed, the
compass and boundaries of the same, whole lordship of
both the said parties is hereafter expressed.
To the second article.
They say that there is within the said lordship an old site
of a castle – standing in Walterston appertaining to the
Lord of Leicester which is fallen down except a little
of the walls, and the same castle ground is occupied by
Phillip Jenkin, but by what title they cannot declare
also we present, that there is within the said manor an other
house of stone in the Long Town now in great decay
which hath been heretofore used for the keeping of the
Lord’s courts, of the part which now appertaineth to
the said Earl of Leicester, and did contain a prison for
the executing and punishment appertaining to the same
which is worth nothing at this present nor meet[3] for the
use aforesaid without reparation to the value of £10
which be all the castles and manor house belonging to the said Lordship
To the third article.
The domain[4] We say that certain of the domains of this Lordship
lands belonging to the Earl of Leicester in lease granted by
the Queen's majesty that now is under the exchequer seal.

The manor of Ewias Bearing date the 17th day of December in the 5th year
Lacy of her most gracious reign made unto Thomas Scudamore
from the feast of St. Michael before the same date for 21 years
the next after, at the yearly rent of – 22s 9d viz.
9 acres of land in Llanfeuno (Llanteno ), late in the tenure of Howell
William Lewis, one parcel of meadow in Longtown containing
three days math in the tenure of Gruffith Harry land five acres
of lands in the township of Walterston in the occupation of
William Cecil, and six acres of land in the same town
and in his occupation and 6 acres of land in the same town
and land called Tir y Cefn (terra Cefn), 8 Welsh acres in the Long
Town in the tenure of William ap John and one acre and
a half in the same town in the tenancy of Harry David all which
acres are of the measures of Welsh acres, which contain
4 English acres the interest of all which and of the said
term is conveyed to William Cecil,. Rent – 22s 9d .

They say that there is a stead[5] for a mill in
Michael Church Escley, whereupon one
water mill hath been in time past the
quantity of ground, appertaining to the said
Earl is half an English acre being
domain lands, which is in the tenure
and occupancy of Thomas ap Howell by
copy paying 3s and further they say
there is no fishing within the said lordship.
To the 6th and 7th articles.
They say that there is one forest called Middle Maescoed containing
by estimation 25 acres of Welsh measure lying in
Newton (Newtown), whereupon the old oaks growing to the value
of 40s , and the same is common to certain townships there
adjoining, which do commonly use the same with their cattle.
One other forest called Cefn Bach[6] lying in the
townships of Creswell and Michael Church Escly containing
by estimation 10 acres of land of Welsh measure where
is no woods, and the pasture thereof used among the tenants
pay nothing for the same pasture, by privilege to them
granted as they do allege; the half of one forest
called Cefn Coed Ewias[7] containing by estimation 25
acres of Welsh measure, whereupon is growing a great
quantity of Birch, and other under wood of very
small value, by reason that the carriage is nothing
convenient, the pasture thereof is used in common by
the tenants paying as is aforesaid, and the other

moiety of the said forest is the Lord of Burgavenny’s, the half
of one other forest containing by estimation about 20 English
acres, lying in Walterston, whereupon are growing a few
oaks, and of a small value, the pasture thereof is common to the
inhabitants for all manner of cattle paying for * hogs every one
4d every mast year [ii] in all which forest be no kind of deer
nor other game but hares. Also there is one common ground
called Cefn y Fagwyr (Cefn y Fagor)[8] containing [ blank ] acres lying in Michael
Church Escly, which is used freely by all the said tenants, and
also one other half common called Hatterell Hill containing by estimation
[ blank ] acres lying in the towns of Llanfeuno[9] and the Long
Town, which is also occupied by the same inhabitants freely
without paying anything for the common thereof.
To the 8th , 9th , 10th , and 11th articles.
They say that John Scudamore of Kenchurch in the county of
Hereford esquire holdeth the manor of Llansillo and Roulston lying
within this manor of the said Earl as of his part of this manor
but by what service they are ignorant.
They say that Thomas Heyworth esquire holdeth the Barony
of the abbey of Craswall (Craswell) of the said Earl, but by what service they
are ignorant.
That Watkin Vaughan of Bredwardene[10] in the said county esquire
holdeth likewise the manor of Cusop (), within Ewias Lacy of the [ ]
but by what tenure they cannot declare.
That George Parry esquire holdeth the barony of Tregoedifor ()[11] in
Newton of the said Earl at the yearly rent of 5s , but by
what tenure they cannot declare.
That Thomas Delahay of Urishay (Wryseley) in the said county gent.
holdeth the manor of Clothyhopton ()[12] within this Lordship of the [said]
Earl finding of a man upon his cost and charges to serve unto
Ireland when he is called upon.

That Watkin Wynston gent. holdeth the manor of Trewyn alias
dicto Ffwddog (Fowthoke) alias Walterston lying within the precinct of the L.
of the said Earl as of his part of the same but by what service
above the yearly rent of 15d they cannot declare /
That Rees Richard Grythor[13] holdeth certain lands in Newton of the
said Earl as his part of the said lordship, and payeth the
yearly rent or – 2s 2d for the price of one sparrowhawk but
what other service they cannot declare.
That Simon Ap Harry esquire holdeth the barony of Tresgallen ()[14]
in Long Town of the said Earl paying the yearly rent of 13s
9d ob but by what service they know not.
They say that Nicolas Arnold Knight by his tenements of the
Red Castle in the county of Monmouth payeth to the
Lord of Leicester the yearly rent of 15d , but whether the same
manor of Red Castle be holden of the said Earl they cannot
declare.
To the 12th 13th 14th 15th and 16th articles.
They have declared all that they know in the entries.
To the 17th article.
They say that John Baskerville gentleman hath enclosed without
licence of the Lord [ ] acres of ground out of the
forest called [ ] forest being within this Lordship.
They say that Nicoll William hath enclosed out of the said forest
without licence, 5 English acres.
That John Nicoll hath enclosed of the said forest without licence,
six acres English measure.
That John Harry Thomas hath enclosed out of the said forest
without licence 6 English acres.
That Myles Hunt hath enclosed out of the said forest one
English acre without licence and thereon hath built one cottage.

That Morris Goch () hath built and enclosed of the said forest without licence
one cottage and half an English acre.
That William John ap Rees hath enclosed of the said forest without licence

That Proser Hooper hath built and enclosed of and upon the said forest
without license one cottage and half an acre English measure.
That Margaret Gwyn hath built on the said forest one cottage and
enclosed half an acre of ground without licence.
That William ap Harry of [Barthe py?] hath built one cottage within
the said forest, about three English acres without licence.
That Richard Lewis Stump hath built one cottage within the said
forest and enclosed two English acres without licence.
That Gwilliam ap Richard hath built one cottage within the said
forest and enclosed and enclosed one English acre without licence.
That David ap Howell ap Morgan hath likewise built one cottage
within the said forest, and enclosed one garden.
That Richard ap John hath enclosed half an acre of the said forest
without licence, and hath also built thereon one cottage.
That John Gilbert hath enclosed out of the forest of Olchon
belonging to the said Earl without licence about two English acres.
To the rest of the articles they do answer as ensueth etc.
The ancient custom of the manor of Ewias Lacy
made by the tenants of the same.
In primo that every customary tenant should have his copyhold at the end
of there copies paying 12 d for every Welsh acre of fine and
suit of court and an heriot after the decease & recess of every
tenant, that is the second of the best beast, and if he have no
beast then [?] 5s .

ii Item that the tenants of the manor of Caldicot should have there
herbage pannage and windfall wood freely in the Lordship’s commons and
forest as they have had the same time out of mind And that all other
tenants of the manor of Ewias Lacy should have the like freedom
and liberty and pasture for there cattle in the Lords commons and
forests paying one penny for every head of beast as should pasture
in the same for only quarter of the three principal quarters of
the year, and the dead quarter freely that is to say the [quarter]
between Hallontide and Candlemas, and likewise a penny for every
8 sheep for every quarter of the three quarters as is aforesaid.
Item that where a customary tenant dieth the ancient
custom is that the heir or next of kin to such tenant should
inherit the same and / not the wife of the tenant. The same
heir then to pay an heriot at the death of the said tenant
and at any court leet or [Lawdfine?] within one year and a day
then next after if he then were of lawful age to come to do
his fealty.
Item that the said tenant of the said manor should pay a tallage
every 7th year called horneyelde so that both the [lords?]of
the same manor should jointly together inherit the same L[ordship?]
7en years, and in the 7 years end both the bailiffs of both
parties should come and demand the same at certain days
accustomed, that is to say, the first second and third day of
May, and that both bailiffs should give a general warning to
the tenants at the feast of the annunciation of our lady next before
the days aforesaid And if it happen any of the said two lords
to die or to alien or sell his part of the land L. then [the?]
account and reckoning of the 7 years shall begin at the
same time as the now Lord shall begin to inherit which
containeth for both Lords to the sum of £22 10s and of the same
is always allowed to the gatherers of the same the some of 50s &
the hallmote tenants are not charged of the same /

Beginning at Moore Manor Simon Ap Harry's house joining to Whitwall,
east, from thence to the Lordship of Whoryshay, northeast, dividing
the lordship of Hinton and Ewias from thence to a place called Pen Fagwr,
Northeast, dividing the mere between Snodell and Ewias from thence
following to the mere of Pen Fagwr dividing there the Lordship of Dorston
and Ewias, northwest from thence to a place called Mynydd Brith
dividing the Lordship of Clifford and Ewias And so from thence
following the mountain dividing the Lordship of Cusop and Ewias
north north east from thence to a place called Fforest Iarll dividing
the Lordship of the Hay and Ewias. And from thence to the mountain of Crib y
Gath from the White stone to a place called Parc Bach dividing the
counties thereof Hereford and Brecknock from thence which the said
mountain of Crib y Gath by the height of the same divideth two
forests there called Fforest Hen, being the Lord of Abergavenny's
the other forest called Olchon [ ?] Lord of Leicester’s, and from Parc
Bach aforesaid to the height of the mountain called Hatterell
dividing the Lordship of Llanthony (being Sir Nicolas Arnold’s) and Ewias
Lacy West, and so following the said mountain of Haterhill by the
height to the river of Hoddni, Southwest dividing there the
counties of Hereford and Monmouth aforesaid to the forest or mountain
called Cefn Coed Ewias, which said forest or mountain shooteth
in with angle between the counties of Monmouth & Brecknock
and nevertheless parcel of the Lordship of Ewias within the county
of Hereford, Southwest which said forest or mountain containeth
two miles in length and half a mile in breadth. And from
the river of Hoddni, as afore, the mere of the Lordship of Ewias
veereth to the point of Haterhill directly into the river or

Notes for Remembrance of the state of this manor
This manor is a great circuit and very good ground devided
between the Lord of Burguany and your Lordship both in Rent & ground
There is no manor house belonging to the same except a small
house which was called the court house and now in great
decay To the other part of the Lord of Burguanys portion
there is an old castle standing in the upper end of the
town of Ewias Lacy called the Long town in utter ruin
The said town is a very long town being but one street
in it, old houses and no inns nor lodging in it, the most
part or all my Lord of Burguany’s houses are kept in good
reparations, the rest being now your Lordship’s portion utterly in
decay, and many house and burgages that have yielded
rent now hath waste not possible to be re-edified again
because there is no man (if they were built again) that
would take them to dwell in for that there is no manner of ground
belonging to them, but the very plot where the house stood.
The parish church standeth in the lowest part of the town
The parsonage Sir Nicolas Arnold hath purchased and hath
the gift of the vicarage and likewise of all the rest hereafter
ensuing/
Within the same lordship there is besides the said parish church
three more parish churches one called St Michael church and
other called Trewalthy the third called Rowlston and five chapels
one called Llanbedder the second Llanfeuno the third Craswall
the 4th Llansillow and the fifth Trewyn / which be chapels
to service the lordship being of great compass and every of the same
besides the said parish churches every holyday filled with people of
the same lordship
The bounder of the said lordship is before declared and the circuit
thereof is at least in both parts 20 miles in the breadth thereof
between the mountain called Hatterell west and the forest of
Maescoed est. being the breadth of the same Lordship there are
three valleys one called Cwm Olchon the second [Afonycwm?] the
third Cwm Esgli which are very good ground, meadow

pasture and arable well enclosed and manured & inhabited with the
freeholders and copyholders of the same Lordship / the first valley in
length three miles and in breadth half a mile / the second in length
4 miles and in breadth half a mile The third in length five
miles and in breadth half a mile / and besides the said three valleys
there is another valley going from the parish church at the end
of the Longtown unto Trewyn joining with Mr Cecil’s house
gent in the Southeast, and Watkin Winston gent in the southwest
which valley is in length two miles, and in breadth one mile the
rest of all the ground is but barren /
The number of the tenants of this whole Lordship are above 300 persons
very tall men the most part freeholders as they have Long
continued, but without any writing or charter which freeholders
pay for every Welsh acre they hold which is in quantity 4
English acres, 1d and no more, nor never paid more. Some copy
holders there be, which pay for every Welsh acre 4d , likewise there
be an other tenure which is called hallmote for the which every tenant
payeth for a Welsh acre 3d which freeholders & copy holders
account there custom so strong that a freeholder at the change
will give but only his heriot, and the copy holder but 12d
for the fine of a Welsh acre/.
There be two large forests within the same Lordship both belonging to
your Lordship the one called Olchon which by estimation is three miles
in circuit the other called Cefn Bach by estimation 4 miles in
circuit which forests are both in lease, the one for term of
life & the other for years, wherein the tenants are by their custom
to have their cattle go at their pleasure paying for every beast
1d for every quarter of the three quarters, and for the winter quarter
nothing, and for every 8 sheep a penny in like order /
The woods within the same Lordship belonging to your Lordship part are very
little worth. In the wood called Westwood (?or Maescoed) there is by estimation in
ground 200 acres, but in trees not above 400 oaks besides 100 of
folio 65 verso
Beech, Lime and Birch which are very little worth
to be sold in those parts. An other wood called Coed Grafel
about [ blanc ] acres, there is but small store of wood and
little or no timber & little worth to be sold /
The tenants so well like there custom of this manor that
we find no manner of disposition in them to buy there several
parts, but say plainly, that they will stand to there
custom, which they like as well as the inheritance. We
have made them a large offer on your Lordship’s behalf which they
thankfully do receive, but they will not deal with the purchase
of it/
If your Lordship be forced to keep this lordship in your own hands, it were
good that your Lordship and my Lord of Aburgany should agree upon
a joint Survey for the division of the Lordship that each part
might be known from the other for the tenants do not now
know (more than the forests aforesaid)
which is your Lordship’s ground or which is the other part
by which division great commodity in time would be
made to you both And as it is the commodity (by who
aforesaid kept from you both, for that in every case when
commodity is to be made the tenants excuse that they
cannot tell which is the one part nor which is the other
which is true in deed And so many times in diverse
cases nothing for the Lordship is to be done which would be
much helpen with the Survey aforesaid.
The copy holders have there copies granted for term of
21 years And yet when the same is expired they claim
by their custom to pay but 12d for every Welsh acre
for a fine which we will in no wise yield unto but as
they fall (as some be already fallen) we do raise the rent
of a Welsh acre from 3d to 2s at least And some time
folio 66 recto
they will be brought to it willingly And the revenue thereby
will be much increased which we have thought the best way
to enhance the revenue since there is no good to be done with
the freeholders which is the greatest part And the copy holders
but £4 17s or thereabouts
The demands being but 28s 7d and is worth £10 a year if the
same were out of lease.
